I have no idea. They are international. I'd say if the player goes to college in US they should be ineligible. No matter where from. But if you never played in US.....you should be eligible. Can tell you there are a lot of quality University football players in Canada.
 
But he is only 6' tall, 200 lbs. Kinda small if you ask me. But if he can deliver the ball on time on target that's all we need.
