Seems when someone is positive, they say positive with the statement. When they haven't been positive they are just added to the C19 list.

Not necessarily. The team isn't acually supposed to say whether they player is positive or not. They are supposed to say whether the player is placed on the 10 day list or the 5 day close contact list. IMHO, you don't do a day of contact test before the game, and hold someone out, unless they are positive. Steelers usually release their close contacts immediately with the 10 day covid player.
