Clinton to push for equal prison time for cocaine users

White House contender Hillary Clinton on Friday will call for criminal justice reforms that would eliminate the disparity in sentencing between offenses related to crack cocaine and powder cocaine.

"Crack and powder cocaine are two forms of the same drug and continuing to treat them differently disproportionately hurts black Americans," according to a background document provided by Clinton's campaign.

At a campaign event in Atlanta, the Democratic presidential candidate will urge equal prison sentences for all cocaine offenders as well as legislation banning federal, state and local law enforcement from relying on ethnicity when initiating routine investigations, her campaign said.

The proposals kick off what Clinton's campaign describes as an "extensive agenda" of criminal justice system reforms to be outlined in coming days, focusing on policing, incarceration and re-entry to society.

In Atlanta, she will launch "African Americans for Hillary" before traveling to Charleston, South Carolina, for a dinner hosted by the African-American rights group NAACP.

Clinton's proposals will focus on ending what she has called an "era of mass incarceration" that has disproportionately affected communities of color, according to campaign staff.

Crack, the smoked "hard" form of cocaine, is cheaper than the usually snorted powder version and is more widespread in lower-income communities. Government data from 2009 showed nearly 80 percent of those convicted of crack cocaine offenses were black. Powder cocaine users tend to be white.

In 2010, President Barack Obama signed a law reducing the sentencing-length disparity for crack versus powder cocaine offenses to a ratio of 18-1 from 100-1, treating 18 grams of powder cocaine as the equivalent of one gram of crack cocaine.

The American Civil Liberties Union, which has pushed for what it calls fairer sentencing, has said the law "still reflects outdated and discredited assumptions."

Clinton will call for an equal sentencing ratio.

One makes a person psychotic, the other just turns them into an *******. It makes sense that they have different sentences.
 
I'd like to see all drugs decriminalized. Smoke crack? Good for you. Just don't harm anyone else or break any other laws. Only violent offenders in jail IMO.
 
Crack rock is obviously bad but this ratio is kinda screwed up. 1 gram of coke makes anywhere from .9-1.25 grams of crack according to the internets. It should be basically the same penalty.

Worded poorly. If you're high and steal you go to jail for stealing. If you're high/drunk you still get a DWI. But being high/possessing drugs shouldn't be a crime. You want to kill yourself, have at it.

How about a permit for smoking crack that requires you to be sterilized and forfeit all government benefits.

Especially speeding. It doesn't hurt anybody if I'm going 83 in a 70 zone with smooth open highway, like US 24 between Ft. Wayne and Toledo, which I'll be driving on Monday. Despite what the Defiance, OH police think. **** you ********, I'm doing it again!

I don't get that.....the reason for turning coke into crack is to maximize its street value, right? No way anyone would turn a gram of coke into .9 grams (or even 1.25 grams) of crack.....the effort wouldn't be worth it. But I agree with the premise that it makes no sense to punish coke possession less than crack since crack is coke and vice versa.

Back to the real point of this issue. So are we going to start surveillances and doing street buys in upper middle class neighborhoods? I can see it now a Serpico looking dude hanging out on suburban street corners. Black neighborhoods aren't targeted because they're black......they're targeted because that's where the crack is. It's not profiling.

I got a ticket for going 62 in a 55 on the PA turnpike once.
 
How do they even know how much cocaine is in either powder or crack? It's all cut with something. As far as I know, they don't test it for purity.
