Why not Vegas. They are as deserving of a team as any city. I think it's a fit for both.

According to a story in the latest issue of ESPN The Magazine, many NFL owners were hesistant to allow the Silver and Black to return to Los Angeles since their team apparel had been adopted by local gangs.

Despite the financial advantage, the NFL is committed to avoiding Las Vegas for the same reasons MLB and NBA have.
They all benefit from the degenerate gambling culture, but being directly at the epicenter of it is bad publicity.
