Part of the reason federal government has gotten so damn big is because we allow career congressmen the purse strings.
If we had term limits, government would naturally simplify itself because there wouldn't be 20+ year guys with lawyer staffs making it so complex no one can make head or tails of anything. If new congressmen had to learn this stuff in a limited amount of time and we didn't allow ex-congressmen to work in the system, it would have to get simpler and smaller.
I'm an advocate term limits. And I would change representatives from 2 years to 3 years service so it's not all about getting into office and immediately starting your next campaign to stay there.
I would put term limits of 2 for president (8 years), 3 for representatives (9 years) and 2 for senators (12 years). That's it.
