Proposed Rules Changes

  1. By Philadelphia; amends Rule 5, Section 1, Article 2, to permit the use of zero ("0") as a jersey numeral; to allow kickers and punters to use any jersey numeral between 0-49 and 90-99.
I actually want them to go back on the number rule and have limited numbers for position groups now. At times it can be tough to identify a position when you've got LBs and DBs wearing numbers QBs and punters/kickers should be wearing.

  1. By Los Angeles Chargers; amends Rule 4, Section 6, Article 3 and Section 7, Article 4, to make the adjustment of the play clock following an Instant Replay reversal consistent with other timing rules.
Anything that is consistent with other rules is typically a good thing.

  1. By Detroit; amends Rule 15, Section 3, Article 9, to expand the coaches' challenge system to include personal fouls called on the field.
  2. By Detroit; amends Rule 15, Section 1, to provide clubs more opportunities for a third challenge.
  3. By Detroit; amends Rule 15, Section 3, to expand the Replay Official's jurisdiction to allow for consultation regarding penalty assessment.
  4. By Houston; amends Rule 15, Section 1, Article 2, to expand the Replay Official's jurisdiction to allow for review on failed fourth down attempts.
There's too much down time with replay. I want rules to reduce replay or make it a more efficient process.

So, the "New York" 7 minute replay is NOT what you are looking for ? (in reference to the jesse james "catch" replay took way to long)

Agreed. Which is why I can see it happening eventually. GodDell can sell it as safety related and more offensive possession plays to pander to fantasy football fans and on the fence women watching with their significant others…..

I don’t know. Onside is 5%. I didn’t find stats for 4th and 20 specifically, but 4th and 15+ was 14%, so it’s likely less than that.

Its not that simple… there are typically only 2 or 3 converted onside kicks a season with like a spike every five years or so… but a lot of those onside kick recoveries aren’t late game ones with the hands team out there, they are surprise onsides where the other team isn’t ready… every fourth and long is absolutely getting a defense thats planning for it

True, but many 4th and longs are also getting defenses that are willing to surrender yards and 1st downs in the interest of getting the play clock to :00. Garbage time conversions.
 
What ever rules changes there are, it will still come down to games being manipulated in a way to keep the “FAN” tuned in to the end.

I realize you (way) northerners may need a little “hand up” once in awhile.

In America there is a reference to the New York Minute. Originally the replay booth was to take ONLY 1 minute to review…….. My reference e to the New York 7 minute was my “sarcastic” approach to saying it took way too long.

You are absolutely right Paul, It took way to long and came out with the wrong call.

I know BIG money is involved and I think the decision took so long to try and come up with a reasonable way to save the betting line from paying out nearly as much. A call that was a little believable due to their extravagant catch / no catch rules (also a part of being able to interpret it either way just for this reason)

Disband the Rules Committee. It's ridiculous that there are multiple rule changes every single year. It's because of the stupid committee who feels the need to submit rule changes every year. Rule changes should be rare.

I feel like 20 years ago, I knew every rule. Sure there were a few obscure ones that almost never came up, but aside from that if you watched football regularly, you knew the rules.

When there was a replay deciding on a catch, a bar full of fans were looking to see if that second foot tapped or if it was bobbled. After seeing the replay, nearly everybody agreed on the correct call. Not anymore. Now everyone is looking for possession, 2 feet and some vague 3rd element that seems to change every week.

Now that bar full of people sees a replay and are divided on the decision. That's because the decision is no longer about using your eyes to judge something tangible, it's about arguing over the definition of words in a rulebook.

The NFL wants it this way. They don't want teams to be able to control and dominate a game and win going away. They want almost all games to be a toss up.
 
using a 4th and 20 in place of an onside kick is absurd. The way the proposal reads is that it will be taken from the kicking team's 20. That means the defense has to defend a whole field. If you place it on the 20 and force the team to thrown to the endzone, it's much tougher because a defense can't get beat deep.

I expect a 4th and 20 going into the open field would get picked up on a regular basis. I'd bet every single week would see a few successful conversions. You could design plays for it. What about Pass Interference on the attempt? You know there would end up with a lot of jump balls and judgement calls for the refs.
