A State Department spokeswoman said Wednesday that the agency does not believe Hillary Clinton violated any ethics requirements by interacting with Clinton Foundation donors.

"We feel confident that all the rules were followed," Elizabeth Trudeau, State Department spokeswoman, said amid a backlash over previously undisclosed emails that showed the special access foundation donors enjoyed in the early months of Clinton's tenure at the agency.

Trudeau shut down questions during the agency's daily briefing about emails that suggested a Clinton Foundation official had informed one of Clinton's top aides that it was "important to take care of" an individual whose name was redacted. Clinton's aide responded that the agency was working to find him a position.

Rudy Giuliani says that if he were still a federal attorney, he would open an investigation into the Clinton Foundation.

He explained that money being given to the foundation in exchange for favors from former Secretary of State Hillary Clinton's State Department could constitute racketeering.

"You have tapes that they were hiding that show that millions of dollars were given to Clinton Foundation, and the State Department did favors for those people that they knew had given millions of dollars," Giuliani said. "That’s called illegal, it's called criminal."

He said that's "classic pay-to-play," declaring the Clinton Foundation a "corrupt organization."

Justice Department officials decided against an investigation into the Clinton Foundation after the FBI requested the agency open a case into allegations of corruption stemming from Hillary Clinton's tenure as secretary of state.

But the Justice Department's public integrity unit declined to pursue the probe given what it characterized as insufficient evidence, according to a CNN report Wednesday.

The State Department's seemingly preferrential treatment of foundation donors under Clinton's leadership has raised questions about whether she and her aides ignored conflicts of interest in order to help the charity's most generous donors.

Emails made public this week have deepened suspicions that donors were afforded access and favors that other outsiders could not get from the agency.

The list includes high rollers whose relationships with the Clintons made them even richer; countries with dubious human-rights records; and companies looking to grease the skids to get an edge on the competition.

In one case, State approved a huge increase in arms shipments to Algeria, even though the department’s own 2011 human-rights report blasted the country for “arbitrary killing,” “widespread corruption” and a “lack of judicial independence.”

The Algerian government that same year donated $500,000 to the Clinton Foundation.

A year later, State approved a 70 percent jump in military exports to the country, including “chemical agents, biological agents and associated equipment.”
