A terrorist attack on an innocent civilian population are terrible, but it takes a special type fo hate to attack during a religious holiday.
These Jihad types may not care about their own lives, but most of them care about their family. Sooner or later those being attacked might start hitting the area where they are based as justification to prevent further attacks.
In other words, human shields need not apply.
