5. Raise the minimum wage to $23 per hour, across the nation, causing a total collapse of the small business sector and driving tens of millions to unemployment and homelessness.
6. Tear down the border wall and encourage millions of illegals to swarm into America where they receive voting cards and instructions to vote for Democrats.
7. Outlaw all AR-15s and semiautomatic rifles, destroy the Second Amendment and confiscate all guns held by private citizens. (That’s about 500 million guns, by the way.)

When you buy food or drinks, you generally plan on adding somewhere in the ballpark of 15 to 20% as a tip. This means the base price of the item must be low enough for a person to rationalize to himself or herself the complete cost of the item, including tip. If you let people know you don't accept tips, you can build in the extra 20% into the price of the item and clear some overhead. Of course this means that ultimately servers will make LESS money.

Then why do all these solar and wind projects require billions of taxpayer dollars, while fossil fuels generate billions in tax revenues?

Subsidies definitely reduce wind and solar costs. The Energy Policy Act of 1992 created what is known as the Production Tax Credit, which gives 2.1 cents for every kilowatt-hour of electricity produced by a wind turbine during the first ten years of operation. The cost of the Production Tax Credit is expected to reach more than $65 billion before its scheduled phase out in 2029.

Viewed from the effect on the economy, adding wind or solar electricity provides the benefit of reduced fuel consumption in backup fossil fuel plants. This saving in fuel amounts to about $15 per megawatt hour, the cost of natural gas to generate a megawatt hour of electricity. The cost of coal is similar. The backup fossil-fuel plant still has to have its full staff and may have more costly maintenance due to the up-down style of operation forced by the introduction of erratic energy. If the renewable energy costs more than $15 per megawatt hour, then it is not competitive. Wind or solar power actually costs around $80 per megawatt hour.

How can I claim that wind or solar cost $80 when power purchase agreements at $25 per megawatt hour are often touted in the press? Even at $25 the wind or solar is far from competitive. The gap between $80 and $25 is accounted for by subsidies. The $10 difference between $25 and $15 is also a subsidy because the purchaser is paying $25 for the electricity that could be generated in a backup fossil fuel plant, that already exists and that must exist, for $15. What are the subsidies that lower the $80 cost to the publicized $25?

The biggest and most important subsidy is not an explicit subsidy but a mandate. Thirty states have renewable portfolio standards. These are laws that require the utilities to supply a certain percentage of renewable power. For example, California has a law that 60% of its power must be renewable by 2030. The consequence of the mandate is that the utility has to grant whatever terms are required to convince investors to build the renewable power plants. In practice this results in the utility promising to purchase all the power generated for 25 years at a fixed rate. The contract is signed before a shovel of dirt is moved. Forcing utilities to buy renewable power puts the suppliers of renewable power in an advantageous position. The subsidy that reduces the cost from $80 to $25 are federal explicit subsidies, better financing, and lower required rate of return that results from having a 25-year contract in hand from a credit worthy utility. There is a federal tax credit that pays up to 30% of the plants cost. Additionally, there is a tax subsidy called tax equity financing that allows a highly taxed partner to the investor to divert money from the federal treasury to the project. This subsidy depends on special depreciation rules enacted by congress to subsidize renewable energy.

Wind or solar does not use fuel. The cost of the electricity is mostly determined by the capital cost amortized over the life of the plant. That in turn depends on the interest rate or discount factor. That factor is dramatically better due to the 25-year contract. If you take away the subsidies, renewable electricity, wind or solar, will cost about $80 per megawatt hour. Such comparisons are still dubious because there are no unsubsidized, utility-scale wind or solar plants. No utility would buy $80 renewable electricity to replace $15 fossil fuel electricity. A stand-alone, enterprise wind or solar plant would be a huge economic failure because there would be no market for overpriced electricity. The entire renewable electricity industry is actually a government boondoggle. Neither, is renewable electricity an economic method for reducing CO2 emissions as has been made clear by the most important proselytizers for global warming such as Climate Scientists for Nuclear.

Meanwhile, fossil fuels generate billions of dollars per year in taxes, including gasoline taxes. Specifically, the Fed and states received more than 46 billion in gasoline tax revenues alone in 2017 - and since then, California has dramatically raised its gasoline tax and the lower cost of gasoline due to increased oil production/fracking has resulted in more driving, more tax revenues. Those tax revenues almost certainly exceed $60 billion - with a "b" - in 2019.

How much does just the gasoline tax - setting aside the sales taxes from the distribution of the crude, licensing fees for the wells, and corporate taxes paid by the fossil fuel companies - generate every year? So much that contrary to the bullshit claim that the tax is needed and fair because the revenues maintain the roads that those using gasoline benefit from, in truth a vast percentage of these massive revenues is used for other things - schools, and publicly-funded medical care, and social programs, government salaries, etc.

In any presidential election year it is inevitable that candidates on both sides of the political spectrum will begin hailing or bashing tax breaks, subsidies, and regulations throughout the US business landscape. No business is more susceptible to these discussions than the Oil & Gas industry. Depending on the date and audience a candidate is speaking to, an observer will hear that the oil & gas industry is subsidized between $10 billion to $52 billion.

Master Limited Partnerships ($3.9 billion “subsidy”) – Ending the MLP “subsidy” would result in MLP’s being considered corporations that must be taxed before their distributions are passed along to shareholders. Therefore, any MLP income would be taxed at the corporate level and then again at the dividend level. Distributions to shareholders would be impacted substantially. Preventing double taxation is not a subsidy. MLPs also exist for Real Estate and other industries. Furthermore, the “subsidy” affects people across the spectrum from Pensioners, 401ks holders, to widows and orphans - hardly a “subsidy” for the oil and gas industry.

Intangible Drilling Costs ($3.5 billion “subsidy” – low estimate is $780 million) - Intangible Drilling Costs are essentially the cost of drilling a new well that have no salvageable value. Currently, most exploration companies are allowed to deduct 100% of the costs in the year they are incurred with the majors able to deduct 70% of the costs immediately with the remaining 30% amortized over 5 years. In what world would money spent that may or may not be recovered be capitalized as an asset?

Royalty Payment Reductions on Federal Lands ($2.2 billion “subsidy”) While paying no royalties on some offshore plots and reduced royalties in some regions might be considered a break by many. The incomes derived from operations are taxed at the same levels as any other income - hardly a “subsidy”.

Depletion Allowance ($1 billion subsidy – low estimate is $900 million) The depletion allowance allows companies to treat reserves in the ground as a capitalized asset that may be written down by 15% per year. The government only allows the “subsidy” for independent producers. Integrated oil companies such as Exxon, BP etc. are not allowed the exemption. Companies across the US are allowed a depreciation deduction for taxation purposes. The oil & gas industry should not be an exception.

Domestic Manufacturing Deduction ($1.7 billion per year – low estimate is $574 million) – Congress passed the tax break in 2004 to encourage manufacturing companies to maintain their operations in the US. Now let’s analyze what the oil & gas sector pays in taxes. In 2012 the top two corporations paying federal taxes in the US were ExxonMobil and Chevron paying a combined total of $45.2 billion. On average, the industry pays a 45% tax rate when all state, federal, and foreign taxes are totaled up. By comparison the Healthcare Industry pays a total rate of 35% and the Pharmaceuticals pay an estimated rate of 21%. Based upon these numbers it’s hard to believe which business sector is criticized the most for “subsidies”.
