CO2 has no unique affect on the atmosphere with respect to heat absorption. The latest scientific study does, however, show correlation to atmospheric pressure, which is not affected by CO2. We need to find some component of atmospheric pressure that we can claim is caused by man, and then find an effect that correlates to atmospheric pressure, and then regulate whatever that is while we prove that man has no impact on that particular component.
