My guess is El Mencho was a rival to the other cartels that put her in place. I think the border should be protected with a shitload of land mines, spaced about 4” apart stretching about 2 miles. I think it would fix a lot of the cross border problems.

I still travel to Rocky Point (Puerto Penasco) to the beach on the gulf of California, although not as often now that the kids are grown and the area has transformed from miles of open beach to condominiums everywhere. Only 60 miles south of the border and unaffected, so far, from the violence going on to the south.
