If there was never a catch, why on the second parragraph says: "Roethlisberger COMPLETES a pass to James"?

Awful rule. Problem is they called it complete originally. Even Steelers haters said there wasn't conclusive evidence to overturn the call. That's my problem. If they call it incomplete on the field originally, fair enough.
