maybe it is, but my question would be why would the NFL want CLE --who has nothing to play for--to win? PIT is not a great team by any stretch of the imagination, but the Steelers are a nationally supported franchise that helps sell out road games vs sorry teams and moves the needle as far as TV ratings go, so why would they want help CLE?

Now if we were playing the Jets or NE or DAL or Philly, I could see why. Is it for betting purposes??

It is designed to keep the games close in the final minutes to entice advertisers and with close games the NFL can charge more for advertising in the final minutes of a game. It's too coincidental for it to be an oversight on the part of the official who throws the penalty flag. We've seen it all too often. Why is the NFL registered with the Federal Government as an Entertainment Business instead of an NFL sports league? The WWE is registered as Entertainment also.......
