51 players count against the cap during training camp.

Once the season has started, all players – whether on the 53-man roster, Injured Reserve (IR), Physically Unable to Perform (PUP) or the Practice Squad (PS) – count against the team's Salary Cap. The only players that do not count against the Salary Cap are players who are on one of the NFL exempt lists.

Feeney received offers from other teams, but only to join their practice squads, the source said.

Waived injured I don't think count. That's a tough one to find. Do you have a specific example of a player that got waive/injured settlement that we know the amount?

I think they show up as dead money against the cap.
