That penalty on Minkah was due to last week's hit on Chubb. Guarantee Minkah would have went lower to avoid the possible helmet to helmet but he didn't want to be called dirty again.

Here's a perfect illustration of why the hit on Chubb is not dirty. It's how you must tackle to avoid penalty and fines.
