Depends on whether promises were made in return for the donations. If the donors gave the funding without any strings it's not corruption. No different really to donating to a political party or candidate, except in this case the donation is funding a public asset, rather than a political campaign.

He's asking YOU these questions about a tax-free ballroom after HE had absolutely no problem at all with Hunter and the Biden Crime Family. They made careers out of selling influence. The VP and the President were bought. The corruption ran for decades.
