Point was the gazoo isn't doing anything in practice in terms of real safety not that the players aren't doing anything. And I don't think Tomlin is being proactive I think its mandated.

It's not mandated during mini-camp. It's mandated for the positions noted during training camp till after the first preseason game. So, getting the guys used to the things before it's actually mandated IS rather proactive.
