Hartley is on season ending IR, they can't release him or put him back on the active roster. Each team is only allowed ONE early return IR spot, the Steelers used theirs on Pouncey. I'm not sure where you are getting your info from, but it's not correct.

I don't really understand these rules fully either, but there is some ability to waive an injured player who then becomes a free agent when healthy.

Not sure what holes you mean, but it really isn't a theory as many teams were actually doing just that and really doing it intentionally, the Steelers were one of them.

The Steelers were certainly not one of them. You're mistaken, as my research from the "Kicking Situation" thread indicates:

Yes, I did happen to watch all of the preseason games. And no, I didn't remember Scobee alternating kickoffs in that manner. So, I decided to check it out, and sure enough, here's what I found:

Scobee kicked off a grand total of six times in the preseason, three times against Jacksonville in the second game, and three times against Carolina in the final game. ALL SIX OF THOSE KICKOFFS RESULTED IN TOUCHBACKS.

The Injured list is a designation that is only available during the preseason. If they intend on keeping the player they have to put him on IR OR keep them on the active roster until they recover.
