The Khan/Weidl drafts seem to focusing on OL/DL, but that's because they keep drafting bums or guys that don't pan out. Look at our drafts from 09-12, or the tombert drafts. We drafted DL and OL first 2 picks of 09, 10 first round OL, 11 DL and OL first two picks, 12 OL first two picks. The difference is we drafted Heyward, Pouncey, DeCastro, Gilbert in those drafts, good players so they didn't need to concentrate on those positions the next several drafts, so they didn't really go a different direction in the draft under Kahn/Weidel like everyone seems to think, they just can't hit on any draft picks.
As for who has final say, Tomlin interviewed the GM candidates when Colbert retired, (how many coaches interview the GM?) if anyone doesn't think Tomlin has the most say, well I have some ocean front property in Nebraska I'd like to sell you for cheap.
