Must Sign
-Witherspoon - He was terrific when finally given the opportunity. Sign a CB to play opposite of him and the Steelers will be in decent shape.
Wait and See
-JuJu - If they can get him on a 1-2 deal similar to what he had this year, do it.
-Edmunds - They're going to need a SS. I don't think he'd be my No. 1 option, but if he's the most economical option I'd probably sign him.
-Okorafor - He's a better RT than LT (not saying much). He's also very young still. I'd rather find an upgrade, but could see where the team would sign him.
-Killebrew - Special teams guys are always fine either way with me.
-Dobbs - It depends on what else they plan to do. I don't think he's a capable backup, but seems to be good teammate to have in the QB room.
-Maulet - Should be cheap depth.
No Offers
-Haden - Feels like a career Steeler, but the wheels can fall off real quick at CB. He can still play, but was banged up this year and at some point he isn't going to have it. It's better to allow a player to leave a year early than a year late.
Ebron, Turner, Washington, McCloud, and Ballage are all replaceable. Gentry is good enough at TE2. The WR room needs some major upgrades as does the OL. The Steelers also need a legit backup to Harris.
This is a pretty good offseason plan.
QB
I agree on a guy like Trubisky. Chicago is notoriously bad for QBs and Trubisky managed a winning record with a decent TD:INT ratio. Not a long term answer, but a guy you can try to win with and maybe hope to catch some magic in a bottle like the Titans did with Tannehill. I'd also kick around the idea of Winston (I think he was on a one-year deal).
WR
Interesting thought with Pascal. If they bring back JuJu, they have a legit slot receiver. If not, they really need to do better than Ray-Ray at the position and it'd be nice to add some serious speed to the lineup.
OL
Again, I like both options you listed. I really believe they need two talented players to be added to this OL. Either a C and OT or a C and G. If we go into the season with Moore and Okorafor at tackles, they need to add a stud center or guard. I don't know if Dotson can play LG or RG, but I'd be flexible if he can.
LB
Love the idea of Walker. I think they could get him for a reasonable deal and he'd be an instant starter.
DBs
I was looking at Donte Jackson. High pedigree player as a former No. 8 draft pick and Carolina added additional talent at the position. PFF has hi at 2 years $20 million. Also, the Pitt fan in me has always liked Jordan Whitehead. He plays a physical game and is predicted from PFF at 3 years, $16.5 million.

My priority would be Witherspoon. I think after that JuJu gets an offer but probably not what he’s hoping. 20M-2 years. Probably a prove it kind of deal. The rest I let test free agency. I’d see what Edmunds and Chuks want then say we can talk if you can’t get that elsewhere. If they come back cheap then great. If not then not a big loss. I think Ballage can come back after the draft cheap. Same with Dobbs.
For free agents.
QB- Trubisky and Mariota are my priority. But whoever signs for a 1 or perhaps 2 year incentive laid contract. Minimal guaranteed money and pretty basic salary. I’m talking 3-4 million between guaranteed and salary. But I would be fine with tons of incentives. 3000 yards 3 million and 100k per 100 yards there after. 100k per td. 1 million for throwing 20 tds with 10 or less ints. Make it if they win the job and play well they get paid. If they’re the backup they get paid like a backup.
WR-
If we can’t get JuJu back I’d look at Zach Pascal. Very similar body and athleticism. Probably come in a bit cheaper as well. I’d also see if we could get Jamison Crowder for a reasonable price. I’d prefer him over Ray Ray.
OL-
Not usually a lot of high caliber LT waiting in the wings in free agency but I feel Eric Fisher has played well this year. Not great but way better than Moore. Fisher signed a 1-year 6 million dollar deal. I’d be fine sweetening the pot to a 3-year deal in the 18-24 million range. Then a guy many on here wanted last year. Morgan Moses. He signed for a tick over 4 million so again I’d sweeten the pot and go 3 years 15 million. I’d make it possible for both to be cut after one year as both are on the wrong side of 30. But should sure up the tackle positions. I’d kick the tires on Bozeman center Baltimore but I don’t see him coming in at a reasonable price. I’d offer her 7-8 million a year over 5 years though.
DL-
I’d try to sure up the interior a little. Austin Johnson is still reasonably young and probably reasonably priced.
ILB- Anthony Walker jr. I think could be had for a reasonable contract and would at the very least push Bush.
S-
I liked Xavier Woods since the draft. I actually drafted him in my mock along mock. Sportstrac says he’d sign for 4 years 17 million and I’d be ok with that.
