He was busy dealing with the early stages of an epidemic (of hysteria as well), trying to advance a vaccine in record time, dealing with lockdowns. impeachments, trying to secure some Middle East peace, being attacked from every corner etc.? I'm sure he would've gotten to at least trying to address it eventually, like he tried to do with everything else.
