WASHINGTON — The Senate voted to block the sale of billions of dollars of munitions to Saudi Arabia and the United Arab Emirates on Thursday, in a sharp and bipartisan rebuke of the Trump administration’s attempt to circumvent Congress to allow the exports by declaring an emergency over Iran.
In three back-to-back votes, Republicans joined Democrats to register their growing anger with the administration’s use of emergency power to cut lawmakers out of national security decisions, as well as the White House’s unflagging support for the Saudis despite congressional pressure to punish Crown Prince Mohammed bin Salman after the killing in October of the journalist Jamal Khashoggi.
No other foreign policy issue has created as large a rift between President Trump and Congress, and the vote to block the arms sales deepens the divide. It is the second time in just a few months that members of Mr. Trump’s party have publicly opposed his foreign policy, with both the House and Senate approving bipartisan legislation this spring to cut off military assistance to Saudi Arabia’s war in Yemen using the 1973 War Powers Act, only to see it vetoed.

PRESIDENT Trump will deliver a speech from the Lincoln Memorial as part of a daylong series of events that includes a military-themed parade near the National Mall and flyovers featuring planes used for Air Force One, officials said.
“There is no more appropriate place to celebrate the anniversary of American independence than among the Nation’s monuments on the National Mall and the memorials to the service men and women who have defended the United States for the past 243 years,” Interior Secretary David Bernhardt said in a statement.
Trump's address at the Lincoln Memorial, to be delivered at a "Salute to America" event at 6:30 p.m. on Independence Day, is designed "to honor America’s armed forces," the Interior Department said.

Michael Moore is warning Democrats about the "enormity of the fight" ahead of the 2020 election, saying the president "hasn't lost one inch of his fired-up insane base."
The filmmaker and liberal activist weighed in after watching Trump speak at his reelection campaign launch rally in Orlando on Tuesday night before a sold-out crowd of 20,000.
“I watched the whole thing last night,” Moore wrote to his more than 6 million followers on Twitter. “I know no one wants to waste that kind of time even looking at him [Trump], but not wanting to see the enormity of the fight ahead doesn’t make it go away. He hasn’t lost one inch of his fired-up insane base. Are u ready?”
Moore once predicted before the 2016 election that Trump would overcome long odds to defeat Democratic nominee Hillary Clinton, who was widely favored in polls.
"Donald J. Trump is going to win in November. This wretched, ignorant, dangerous part-time clown and full time sociopath is going to be our next president," the filmmaker wrote on his website at the time.
"President Trump. Go ahead and say the words, ‘cause you’ll be saying them for the next four years: 'PRESIDENT TRUMP.'"
