There are plenty of "alternate" theories for what this operation may be about. One very realistic possibility is that it could simply be about troop and materials movements. There may be concern that the failure of the American dollar is soon upon us and the government is taking steps as subtly as possible to allocate resources to places they feel they need to be in order to maintain some shred of civil control when the economy completely collapses. Think of it as them not trying to "Take control" so much as Maintain control for the few people who they'll be protecting.
While I AM a complete conspiracy freak, the truth is, when the dollar fails, Murican's gonna take everything that aint nailed down. Including your little sister. There's only 1 way you're going to prevent that. Unfortunately, they'll be coming at you with their guns too. And you may be trying to grab THEIR little sisters.
Enter the military to TRY to maintain some semblance of control.

Besides Tibs' is a flawed analogy. Asking for federal assistance is an example of how the legitimate state/federal relationship should function. The feds entering onto privately or state owned property without the permission of the owner is a violation of that relationship and probably numerous laws.
