If you are the boss of anything you know the head man takes the blame for that call and the buck stops with Tomlin.
If they win all good, if they lose in a close game Tomlin will get lambasted,l and rightfully so, it should be 14-3 or better right now if not for that call, plain and simple

The more likely scenario was that play has been worked on in practice multiple times and there taught that if the jammer leaves the gunner wide open and it's a relatively safe throw audible out and make the throw.
Regardless Tomlin will take responsibility for it when asked about it because he never throws his players or coaches under the bus.
