Personally, I think Brady has to take the fall. I think it was mostly on him anyhow by either verbally or non-verbally indicating to the ball boys/men that he likes his game balls a bit underinflated in bad weather.
I suspect they've been doing it forever and possibly other teams do as well.
Belichick/team get fined again for it being on their watch and creating an atmosphere where Brady is allowed to imply and subtlely encourage cheating. But Brady taking the fall and responsibility might be the only resolution (and Brady might get suspended a game or two next year).
The other option is for the league to admit it didn't care and it's inactions in the past made it okay for QB's to "doctor" the ball to their liking. That it has been aware for decades that teams/QB's alter the balls during games and as long as it wasn't too great, the referees were directed to "let it go". That would provide an accuse for the Patriots to do what they did and the league can just say "from now on, we're going to enforce the rules on ball pressure more literally".
