My guess is that the powers that be realized that the list was coming out some time, and that they had to have the responses ready and unified.

That's not the list. Hell, in the article you posted, it says in the caption underneath that it is an "Alleged, unverified list." That same list has been circulating on TikTok for weeks. That's not the list.
