There are maybe 5 countries on the planet that could have pulled this off. Russia didn't do it to themselves, so that leaves 4. Our idiot shitbird President said we were going to take it out. A few months later, boom. It's not a coincidence. The reason they used the navy divers was because to use JSOC, you need congressional approval. This is how you get around it.

We and all of our allies will deny it. No one is going to confirm this story. But the Russians know. Our allies know. This just pushes us that much closer to a full on war with Russia. We're pretty much in it now, but we cans claim proxy until our F-16's and pilots join the fray. And it's coming. It would take too long to train Ukrainian pilots to effectively use F-16's for it to be of any immediate help. So guess who gets to fly them? Yep.
