I did not get to see the Worilds hit so I can not offer opinion on that. The upshaw hit was clearly leading with the crown of the helmet and was actually what was deemed to be illegal. The first drop of the head was a couple of yards away when he was close enough to see the QBs with his head down. I have seen it go both ways though. The big issue I have with the zebras is the horrible inconsistency. The guys on the bungles browns game were the most flag happy crew in the nfl according to the talking heads. I suspect that the zebras should be fairly close to each other with so much parity in the league, but all of us have seen games where we want penalties called and they are not as well as the inverse. I would not mind replay being brought into play on penalties so they could be enforced better. It likely could be done with out impacting the game as the time spent in the both could play commercials that were scheduled at other times, they already have stoppages for commercials.
