If they can move this forward, it should mean that shipping into/out of NYC is slower and more costly.
That should enable more trucks on less routes elsewhere; all things being equal, as economists would say, this should be better/cheaper for everybody else.
If it works, and if some trucking competitor doesn't simply pick up the slack quickly; you know, like a truckers org centered in NY/NJ, lol.
