If Biden gets on a stage with Trump, it's over, and it won't make a difference who the moderators are.

So it won't happen, and what are the consequences if he doesn't?

the moderators will make all the difference. They will probably insist on some liberal hacks. The debate will then be between Trump and the media while Biden just drops in a couple pre-determined one liners. That's probably what they are working on now, like a choreographed fight. If it's a 90 minute debate, the final talk time will probably be something like Trump 35 minutes, Media 40 minutes, Biden 15 minutes.
