On New York, you are EMPHATICALLY WRONG. Stay at home orders were issued VERY early on March 20 at the utter beginning and mask mandates one month later.
The state of New Jersey:

These states were EARLY REACTORS to the virus. They implemented their mask mandates and stay at home orders EARLY, especially the lockdowns. THEN they got slammed. The data shows it. Research shows what days they closed down.
