You might as well absolutely tee off on the QB and bury him. That is what I got out of the multiple foul penalty assessment prior to Miller's TD. I've been a referee for a boatload of football games and I've never seen that before. A live ball foul and a dead ball foul don't cancel each other out for that very reason. The call was holding and unnecessary roughness and they cancelled each other out. One is clearly a live ball foul holding and the other is a dead ball foul. As in if you completed a pass the foul would be tacked on the end of the play. Not from the LOS. I checked both the rule book and case book and could find nothing on point.

The Miller personal foul was a "live ball" penalty as well. The penalty occurred before Miller was down and before the whistle had blown. The penalty was for helmet-to-helmet contact, not for actions after the play was over.
 
Dead Ball fouls don't refer to actions that occur after the play. They refer to those fouls that will be tacked onto whatever gain has been made, and the down is not replayed. So in this situation we had a live ball foul holding, which in of itself would have been ten yards back and repeat the down. We also had a dead ball foul unnecessary roughness which is a fifteen yard penalty. From my experience, both the penalties should have been applied 10 back, fifteen forward or as far as half the distance would permit, replay the down. Two live ball fouls, say holding and PI cancel each other out. I've never seen a live ball and dead ball foul cancel each other. I'm feeling about 75% sure that the play was handled incorrectly, though I'd say it had no to minimal effect on the final outcome.
