BRUSSELS — U.S. Defense Secretary Jim Mattis has told NATO allies that they must start increasing defense spending by year-end or the Trump administration will "moderate its commitment" to them.

That's according to a text of his remarks to the alliance's 27 other defense ministers — who are meeting in Brussels.

He's not detailing how the U.S. might lessen its commitment if NATO members fall short.

Mattis is echoing a demand made repeatedly by President Donald Trump.

The Pentagon chief says NATO must adopt a plan this year that sets milestone dates for governments to meet a military funding goal of 2 percent of gross domestic product.

Joint Chiefs chairman to meet with Russian counterpart

America's top general will meet with his Russian counterpart this week to discuss the state of military relations between the two countries.

Joint Chiefs Chairman Gen. Joseph Dunford is scheduled to meet with Valeriy Gerasimov, chief of the General Staff of the Armed Forces of the Russian Federation. The meeting is expected to take place on Thursday in Baku, Azerbaijan.

"The military leaders will discuss a variety of issues including the current state of U.S.-Russian military relations and the importance of consistent and clear military-to-military communication to prevent miscalculation and potential crises," according to a statement from Dunford's office.

Europe on notice

General James Mattis, the former Nato insider, has delivered a thunderbolt aimed at the complacency of many of Washington's European allies.

He has put them on notice. No longer will the US taxpayer bear a disproportionate share of the defence burden.

Mattis said at the Nato headquarters in Brussels: "No longer can the American taxpayer carry a disproportionate share of the defence of Western values."

"Americans cannot care more for your children's future security than you do," he added.
