Remember the tech boom in the 90's. Slick was smart enough not to tax the new internet thingy even though much of his own party was apoplectic that people were making money and they weren't getting their cut. Capital gains taxes handled it after the Republican Congress forced a lower tax rate, then tax revenues went up.
