because they promoted Harris from the PS they had no room for another RB..they need one now because they are not going into the game with Harris and waste 13 as the only 2 RB's ...Tate is not gonna start if he signs he will get a carry here and there its just insurance..its really not that difficult to understand..

Well i would be surprised if Tate was signed and received that many carries in the game unless Harris get hurt during the game.
