To be fair, our military has been handcuffed for years. At least since bush 41 and probably before. Don't remember much world politics /military before that. I do believe the Marines killed in Beirut had empty guns. Not sure if that is true or Internet myth.

The horrors of Vietnam and 24/7 war coverage and Americans instantly seeing the shot that happens is what caused it.
